No recall due to this just affecting the North East area. Here in South Central PA it has dropped below freezing on a few occasions and I have had the issue and my passenger side rear wheel locked up while I was driving about 10-15 mph and I've got a bald spot on my tire. Luckily the dealership where I bought my car goes above and beyond the call of duty when it comes to customer service. They put me in a loaner car for free (enterprise) and obviously everything is covered under warranty, they are going to replace the tire (only about 4500 miles on them) and the first action is for new brakes and calipers. I typically put my cars in first gear as well but i am not always parked on flat surfaces...
Unfortunately the parts are on back order so I will be in this loaner a bit longer, which is upsetting because I just got the kenwood DNX 7100 installed (GPS touchscreen DVD player w/ sirius)....
From what I understand the knowledge of this just pertains to the NorthEast region as I said before but I do not believe that the information is given to the public or to anyone who has bought a 2008 xb.... I am unsure of the politics of why but I still have not been told a root cause "scion engineers are working to solve the problem" is what my one buddy at the dealership told me.
